Import of used machinery and electronic products to enhance inspection and supervision and management, December 31, 2002 General Administration of Quality Supervision, Inspection and Quarantine announced the "imported old mechanical and electrical product testing Supervision and Administration" (General Order No. 37). Related issues are announced as follows:
First, in order to ensure the import of used machinery and electronic products for the supervision and management of inspection work smoothly and decided to "test the import of used machinery and electronic products supervision and management measures" since August 1, 2003 shall come into force.
Second, the import of old mechanical and electrical products, the consignee or its agent contract or agreement shall be effective from the date of import of used machinery and electronic products arrive 90 days before the State Administration of Quality Supervision Inspection and Quarantine Bureau directly under the application or location of the record. Applicants should fill in ("Application for the import of used machinery and electronic products for the record," Please click to download), indicating that the record product name, type, quantity, amount, origin, date of manufacture, use, etc. and submit the following information:
(A) the applicant, consignee, consignor business license (copy);
(B) the contract or binding agreement;
(C) the state allows the import (copy);
(D) pre-shipment inspection application form (Please click to download);
(5) the import of used machinery and electronic products list (Please click to download) (including: name, code, quantity, specifications, origin, date of manufacture, manufacturers, old and new status, price, purpose).
(F) other relevant information.
Third, the State Administration of Quality Supervision Inspection and Quarantine Bureau directly under or after accepting the application filed within five working days of the need for pre-shipment inspection, issued by the "imported old mechanical and electrical products Pre-shipment Inspection for the record books"; of the shipment does not require before the pre-inspection, issued by the "free import of old machinery and electronic products pre-shipment inspection certificate."
4, import and either of the old mechanical and electrical products consignee or his agent shall apply for pre-shipment inspection:
(A) related to personal health and safety, health, environmental protection, large-scale second-hand equipment.

2, petrochemical equipment;
3, textile equipment;
4, energy, nuclear equipment;
5, electronics, instrumentation and processing equipment
6, construction equipment;
7, metallurgy, mining equipment;
8, agricultural, printing machinery and equipment;
9, metal and non-metallic processing equipment;
10, forestry, pulp and paper equipment;
11 generators, including diesel, gasoline, generators and accessories;
12, other mechanical equipment.
(B) With the approval of national trade department, the special needs of countries import old machinery and electronic products.
1, cars and motorcycles (including engines), bicycles, special transport vehicles and their spare parts, spare parts;
2, construction machinery and spare parts;
3, medical devices, equipment and spare parts, spare parts;

Outside the context of these imports are machinery and electronic products from the old pre-shipment inspection.
